This is the full legal codex of the Republic, reproduced in it's entirity without interruption. If there are any questions as to these laws, please contact the Praesul.

Named Positions

Praesul

  • A Preasul shall only be elected from the Authorities. (Updated 7-42-2)
    • The Praesul represents the Republic as a whole to foreign dignitaries and assists in keeping the Republic operating as intended.
    • The Praesul can be voted out of his position only if they are to be immediately replaced by another Authority. (Added 5-32-2)
    • Has a minimum term of 1 year. (Added 5-32-2)
    • Holds the right of Vox Prima. (Updated 7-42-2)


Imperator

  • The office of Imperator serves as the military head of the Republic. (Added 5-35-4)
    • The Imperator is voted on under the terms of Libera Civitas but MUST be from an Assembly Realm
    • Constitutes part of the Contione.
    • Holds both the rights of Veto and Vox Prima. (Added 7-42-2)
    • The final commander of the Republic's military in Times of War, and is responsible for the Republic's overall defense and military readiness.
    • Within his rights to know the status of available forces of all Assembly Realms. As such, he is restricted from ever participating in conflicts within the Republic.
    • Is to engage in all conflicts only with measured force, a tempered hand, and just retribution. Together these mean that the goal of conflict is not total destruction, complete domination, or hollow victories, but honorable warfare.
    • Can be voted out of office via clear majority (66%+) Amotio.


Authority

  • Authorities are the rulers of the Assembly Realms within the Republic. (Added 7-42-2)
    • Hold the right of Veto.
    • Collectively, they are referred to as The Core.
    • As an individual, holds 3 votes within the Assembly.
      • If multiple rulers represent a realm, they can divide their vote and vote against each other on matters. In a two ruler realm, this would mean 1.5 for and 1.5 against. This must be declared though--failure to vote means the ruler that does gets all 3 votes.
    • May be referred to as "Authority [name] of [realm]/[capital]" or simply "Authority [realm]/[capital]".


Dominus

  • A Dominus shall be elected from amongst the District Lords. (Added 7-42-2)
    • Represents the Districts as a whole to the Assembly, granting them the authority to conduct votes.
    • Constitues part of the Contione.
    • Holds the right of Vox Prima.
    • Elected by simple majority vote from among the District Lords
      • Title is only lost if their District Seat is lost, they fall to slumberblight, or they die.


District Lord

  • District Lords are elected by their peers to represent a District. (Added 7-42-2)
    • Each hold 2 votes within the Assembly.
    • Publicly elected annually on the 50th week by a simple majority of all lords in their District.
      • Voting for this election begins on the 46th week, and ends after the 49th week (thus making it official on the 50th week).
      • Districts in which only a single nominee ran for election are awarded to those eligible individuals who ran, before all other Districts are counted. This disqualifies them from winning further Districts.
      • In the event of two Districts electing the same individual from more than a single candidate, the candidate shall be elected to the District in which they received the highest share of the votes.
      • All other Districts shall be awarded to the individual who gathered the most support, if they have not already been selected that election cycle for another District.
    • Each Lord has a single vote in each district they are apart of, regardless of the number of regions held there, in regards to electing a District Lord.
    • Authorities may vote within their District, but not become a District Lord themselves.


Commandant

  • The position of Commandant is manages the Republic Orders, oversees and coordinates their activities both within the Republic & abroad, and coordinates their actions with the Assembly and the orders' sponsors. (Added 5-35-4)
    • The Commandant assumes military authority over all Knightly and Republic Orders within the Grand Fate's Assembly Realms during Times of War.
    • The Commandant serves under the Imperator as a representative/commander of all Knightly Orders.
    • The Commandant is elected via Libera Civitas, but MUST be from within the Republic's Assembly Realms. (Modified 5-35-4)
    • The Commandant has the authority to setup exercises, select participants, settle inter-order disputes, and anything else this Core Realms deem necessary to make the position an effective addition.
    • May be voted out of office via Amotio.
    • Constitutes part of the Contione.


Harbormaster

  • Harbormasters care for all Republic Ports on a geographic region or island. (Added 4-44-2)
    • Appointed by via simple majority Amotio.
    • Title will be held until revocation or death and is not inherited.
    • Title includes a seat on The Assembly to ensure their area falls in line with Republic needs.
    • Constitutes part of the Contione. (Added 5-32-2)


Observer

  • Nominated by an Authority, Observers may partake in discussions within the Assembly. (Added 6-22-4)
    • Do not constitute part of the Contione, and have no voting powers.
    • Observers are only added to the Assembly when another change takes place (a ruler gets replaced, new Imperator, etc.) until such time as the lendan stones are fully functional (OoC: Tom adds the ability to add people to conversations)


Contione

  • The Contione is a general term referring to all non-ruler, non-District Assembly Seats unless otherwise stated by a specific law. (Added 5-32-2)


Political Organization

Realm Types

Assembly Realms

  • Assembly Realms will follow all laws of the Republic of the Grand Fate of the Fading Isles as outlined by the Assembly. (Modified from "Assembly Members" to "Assembly Realms" on 4-27-4)
    • Assembly Realms is a generic term referring to all Assembly Members, and Assembly Provinces. (Updated 7-42-2)
    • Assembly Provinces may petition to be recognized as Assembly Members. (Added 4-27-4)
      • Passing requires a successful Core Vote unless the chosen ruler of the Provincial Realm was formerly a part of the Derelict Area immediately prior to joining the Territory or Province, in which case it requires a simple majority (51%+) Core Vote to pass. This exception does not apply if they were not the initially selected ruler of the province, i.e., it doesn't apply to the second or third rulers or so on.
    • Assembly Members may be demoted to Unassociated Realm via Amotio. (Added 5-32-2)
    • Assembly Provinces may be demoted to Unassociated Realm if voted on via Amotio. (Added 5-32-2)


Unassociated Realms

  • Unassociated Realms have no requirement to follow republic laws, but are also not subject to those laws that would aid them.
    • Any outside realm may join the Republic and be recognized as an Unassociated Realm.
      • This is de facto whenever a realm joins.
    • Unassociated Realms may petition to be recognized as an Assembly Realm under Amotio. (Modified to Amotio vote on 5-32-2)


Districts

  • Districts consitute the defensible and represent-able portions of the Grand Fate. (Added 7-42-2)
    • These areas are defined through an Amotio vote either when a realm joins or when another individual proposes a vote.
    • They are defined, by region, as follows:
      • Isle of Iuna
        • Iungard, Fair View, Thytisselt, Keswick, Bradford, Bond Head, Wallahoak, Beauward, Traetenau, NewMarket, Strongwald, Aeslin Heights, Traradale, Haslafassa, Valengard, Nislaley, and Thederny
      • Isle of Mercia
        • Vectis, Lindum, Ellan Vannin, World's Edge, Oakworth, Yewglade, Hazelwood, Tilaenant, Keres, Twilight Crossing, Black Wolf Bay, Huntsman's Rest, Meridian, Pasulion, Eventide, Caerleon, Caerlyr, Dinas Eira, Dawnholme, Stormhaven, Moonacre, Aurora, Ravensgard, Wildacre.
      • Northern Prydhain
        • Voranant, Letebrook, Jejabrook, Chawawell, Eletesil, Raicolban, Amberport, Arboria, Thesudyssa, Greymark, Sithyxin, Redwall, Badimont, Crow Hall, Athilion, Farwood, Arden, Frost Grove, and Bay of Thorns
      • Southern Prydhain

Special Designations

There are a number of special designations afforded to regions based on different criteria.

  • Member Realm (Added 4-27-4)
    • Those realms that joined the Grand Fate by the will of their sovereign ruler. They retain full autonomy within the Grand Fate.
  • Provincial Realm (Added 4-27-4)
    • Those realms that were created out of a Reawakened Territory and retain all autonomy EXCEPT the right to declare independence from the Republic. In all other matters they are recognized the same as Member Realms.
      • Provincial Realms, once formed, are recognized immediately as an Assembly Province and thus, part of the Assembly Realms.
  • Special Districts (Added 7-51-2)
    • These are holdings that are generally referred to as their subtype than "Special District such-and-such", and denote areas with special or different properties than other parts of the Republic. Unless specifically stated, these do not overlap each other.
    • Colonial Area (Added 7-51-2)
      • Must include both the lord in charge of an area and the regions they are in charge of.
      • Votes on this automatically conclude after 12 days or until a simple majority (51%+) is reached by the Assembly, whichever comes first.
      • Are considered subject to the Grand Fate's defense clause.
      • Are void if a new Lord takes over or if regions are lost from the claim (other than by conflict).
      • Do not hold Assembly Status, making First Ones from Colonial Areas ineligible for some positions.
      • Current Colonial Areas:
    • Harbor (Updated 7-51-2)
      • Shall be part of no realm other than the "Grand Fate" and shall not be subservient to any realm besides.
      • Shall have a Harbormaster assigned either by island or geographic region
      • Are considered exempt from other inheritance laws. Upon inheritance they are to be returned to The Assembly for assignment to a new Harbormaster.
      • All regions designated as such, if coastal, shall have a port that will be usable by all realms of the Republic, and by other realms as designated by the Assembly. (Added 4-44-5)
      • Current Republic Ports:
        • Voranant & Raicolban on Prydhain
        • Katamont on Three Count Isle
        • Duskport & Weganau on the Desolate Plains
      • Current Port Access Grants: (Excluding the Grand Fate) (Added 4-44-5)
        • None.
    • Special Holding (Added 7-51-2)
      • These are created on a case by case basis, with special criteria each time.
      • Current Special Holdings:
        • None.
    • Province (Added 4-27-4)
      • An area of land, typically owned by a Provincial Realm, that is considered a de jure part of the Republic rather than the Realm that owns it.
      • Created from Reawakened Territories that have been rebuilt.
      • Provinces retain provincial status even if taken under part of an Assembly Realm.
        • Only the Assembly has the authority to remove this status, and it requires 66% majority via Amotio.
    • Reawakened Territory (Added 4-27-4)
      • May simply be referred to as a "Territory"
      • Derelict Areas are upgraded to Reawakened Territory via Amotio.
        • The Assembly may determine the area is to be immediately granted autonomy after it's reconstruction with 66%+ majority vote. (Updated 7-42-2)
        • This is what is considered "Recognizing a Derelict", and the request origin may come from anyone who is in a position of authority, even outside the Republic.
      • May not be larger than 13 estates. Multiple Territories may be created from a single Derelict at once.
      • Territory lordships will be granted to those families not already established elsewhere, if at all possible.
        • Other nobles holding estates until such time as this can be accomplished is permissible, but only until a suitable individual is located.
        • This does not apply to Provincial lordships.
      • Territories are governed under the direct authority of the Assembly for no more than 1 year.
      • After 1 year, Territories will be appointed a leader by the Assembly, at which point the Territory will become a Provincial Realm.
        • This appointed leader must have majority support (51%+) of the Assembly, and must
            • 1) Be from a non-established household OR
            • 2) From the remaining nobility of the Derelict Area that had been present for at least 4 weeks OR
            • 3) Be the original requester of Derelict Area status and be from the Derelict Area (within the past year).
          • Priority for selection will be granted to former nobility of the Derelict Area, IF they have participated in reconstruction efforts.
          • A "non-established household" is defined as a family that does not hold any other Major Realm rulership titles--inside or outside the Republic, provice or not.
          • If a noble cannot be found that is from a non-established household, then the most minimally established shall be selected.
        • Rulership of more than one territory cannot be granted to the same person.
    • Derelict Area (Added 4-27-4)
      • May simply be referred to as a "Derelict".
      • A Sovereign Realm, in the case that the realm is outside of the Grand Fate, or a Second-Level Realm, in the case that the realm is part of the Grand Fate, that no longer has any lords that are alive and alert--i.e., a lord that has not succumb to slumberblight. If the requestor is another Sovereign Realm, this can be any second-level realm of THAT realm.
        • Any area meeting these criteria is considered a Derelict, and no vote is required on this.

Voting Systems

  • The following voting systems are utilized within the Republic:
    • Amotio (Added 5-32-2)
      • Utilized within the Assembly and grants 3 vote to Authorities, 2 votes to Districts, and 1 vote to each Contione. (Updated 7-42-2)
      • Unless otherwise stated, requires only simple majority (51%+) to pass.
      • Vetoes may cancel an Amotio vote, if more than 50% of the total vetoes are lodged against a proposal. (Added 7-42-2)
    • Core Vote
      • Only Authorities vote, each with a single vote.
      • Unless otherwise stated, requires clear majority (66%+) to pass.
    • Libera Civitas (Added 5-32-6)
      • Any votes done under Libera Civitas shall be done "by heads", where lords vote via the population of their estates.
      • Should the bureaucracy (OoC: Game mechanics) not understand "by heads", then it shall be conducted by banner, where every noble has a single vote.


Military Obligations

  • The Republic of the Grand Fate of the Fading Isles ensures the sovereignty of all sub realms recognized as Assembly Realms. (Updated 7-42-4)
    • All Assembly Realms recognize that during Times of War the Imperator has full military authority.
    • In the event of a defensive war involving any District and an outside power (one not part of the Grand Fate), all Assembly Realms are expected to support the attacked realm in their war. (Modified 6-4-1)
      • This does not limit them to aid purely defensively.
    • Unassociated Realms have no requirement to aid, though it is recommended.
    • Unassociated Realms have no requirement to be aided by the Republic of the Grand Fate of the Fading Isles.
  • The Assembly reserves the authority to declare Times of War. (Added 5-35-4)
    • All Assembly Realms recognize that during Times of War the Imperator has full military authority.
    • Times of War override any ongoing conflicts within the Republic. During a time of war, any formal hostilities between member states are to be ceased for the good of the Republic.
  • Offensive wars begun by a member of the Republic have no obligation of support from the Republic of the Grand Fate of the Fading Isles.


Provincial Organization

Noble Organizations

  • Knightly Orders are legally allowed to be founded within the Republic. (Added 3-58-3)
    • To create a Knightly Order, a noble must:
      1. Have a group cosisting of atleast 4 individuals: 1 person to lead the order, 2 others to be members, and 1 local lord to act as the sponsor for the order
      2. Be created within any further guidelines as set by their Republic Realm (the second-level Realms within the Republic, i.e.: Mercia, Iuna, Hawks, Wealdaeg, etc.)
      3. Have a charter that outlines their Order's structure and intent (no exact guideline or requirement will be set for this at this level). If no further restrictions are set by the realm, these are the only ones that apply.
    • Knightly Orders may remain independent entities within their realm, as an order within a particular sub-realm, or act as a recognized "Order of the Republic", or simply "Republic Order".
      • For an Order to be recognized, it must:
        1. Be part of a realm that is at least a member of the Republic's Assembly,
        2. Request recognition through the Assembly, by simple majority (51%+) vote of the Assembly.
    • Orders that are recognized as a military wing of the Republic have the opportunity to earn awards and honors at the Republic level, both for members of the order and their sponsor.
      • This applies to both Republic Orders, and independent Knightly Orders within the Republic officially acting on behalf of the Republic.
